The Allegheny County Department of Human Services is the county government agency responsible for the welfare of Allegheny County's most vulnerable residents. It operates, influences and funds essential public services, among them mental health and addiction treatment, homeless housing, protective services, Medicaid and behavioural-health programmes, and community-based prevention work. The department supports more than $1 billion in services annually and serves over 200,000 residents each year across Allegheny County, Pennsylvania.
Several units carry out this work. The Office of Children, Youth and Families provides protective and supportive services for children and families, including caseworker services, counselling, crisis intervention, family conferencing and testimony in Children's Court. Housing navigation and resource-connection services help residents find housing and link them to local resources in partnership with community organisations.
The Office of Analytics and Technology applies integrated human-services data, measurement and reporting, reusable data tools, operational research and performance-improvement methods to make services more effective and efficient. Relevant technical domains include data analytics, health and human-services IT, and performance improvement.
The department's operating model is integrated and cross-programme, combining direct service delivery with funding and influence over provider networks. It works collaboratively with community organisations to improve public outcomes, and its stated orientation is mission-driven public service paired with a data-driven approach.
