IDRA is an independent non-profit organisation founded in 1973 by Dr. José A. Cárdenas to advance equal educational opportunity for every child. Its stated aim is strong public schools that prepare all students to access and succeed in college, with a focus on equity, dropout prevention and research-based practice for emergent bilingual students. The organisation marked 50 years of operation in 2023.
Central to its work is the Quality Schools Action Framework, a model for graduating and preparing all students for college that underlies the organisation's programmes. Alongside it, IDRA designs and implements school-based dropout prevention programmes, which have been credited with cutting dropout rates by 98%, as well as early learner programmes for young children. The organisation has worked with thousands of K-12 educators.
Its technical work spans education research, school funding equity research, evidence-based programme design and education policy reform. IDRA operates at local, state, regional and national levels in the United States, is based in Texas, and has an international presence. It collaborates with educators, families, community partners and higher education partners.
