Circular Action Alliance (CAA) is a U.S. Producer Responsibility Organization (PRO) founded in 2022 to implement Extended Producer Responsibility (EPR) laws for paper and packaging. The nonprofit is producer-led, with 20 founding producers from the food, beverage, consumer goods and retail industries serving as governing members; named members include Amazon, Coca-Cola, PepsiCo, Starbucks, Nestlé and McDonald's. CAA is the only organization approved to implement U.S. EPR laws for paper and packaging.
CAA operates as the single PRO in six states - California, Colorado, Maryland, Minnesota, Oregon and Washington - where it helps producers meet their EPR obligations. Its work centres on harmonized compliance services, investment in recycling infrastructure and the development of responsible end markets for recycled paper and packaging materials. The organization works with governments, businesses and communities on waste reduction and increased recycling.
CAA was established in response to the passage of EPR legislation in multiple states. Its stated mission is to build a circular economy for paper and packaging in the United States, with founding members acting as governing leaders of the organization.
