Windfall Trust

Windfall Trust is a network of independent researchers and strategists working on AI and economic policy, running scenario workshops to stress-test assumptions about the economic effects of transformative AI.

Windfall Trust works at the intersection of artificial intelligence and economic policy. Describing itself as a policy accelerator rather than a think tank, it prepares society for the economic disruption of transformative AI and seeks to shape policy so that the resulting benefits are broadly shared. The organisation operates as a network of independent researchers, innovators, communicators and strategists, rather than as a conventional single-site institution.

Its work spans artificial intelligence, economic policy, scenario planning and stress-testing, and policy development. A central offering is its scenario workshops, which place economists, policymakers and civil society leaders inside plausible AI economic futures in order to stress-test assumptions and build shared understanding across groups. The approach deliberately brings diverse stakeholders together rather than working in isolation.

Windfall Trust positions its role as going beyond pure analysis, which it associates with academic centres, and beyond rhetoric, which it associates with advocacy groups. It states that it is unconstrained by election cycles or legacy structures, allowing it to pursue bold, long-range policy ideas. Its work sits within the verticals of AI and technology policy, economic policy, government and public policy, and civil society.
